The Russian flag flying outside la Maison Russe, or the Russian House, a cultural center in Bangui. As the Kremlin tries to get its arms around Wagner’s sprawling commercial network, what’s next for the group remains unclear. Anfisa Alexandrovna Kiryanova (right) appears in the background of a photo of Prigozhin outside the Russian House last month. In three tents outside the center, Russian language classes were taking place, while Russian movies were being screened in a cinema room. “He was my friend, he was my best friend in front of all central African people,” he said of the late mercenary boss.

Former Wagner Group soldiers are being forced to seek out new employment, per Russian reports. One soldier has started a taxi company named after the notorious mercenary group. Valery Bogdanov, a resident of Bolotnoye in Russia's southern Novosibirsk region, has even printed business cards using the Wagner Group's emblem of a grinning skull against a set of wings, Russian outlet VN.ru reported. Both Prigozhin and the rumored co-founder of the Wagner Group, Dmitry Utkin, were on the passenger list of the flight that plunged catastrophically to earth on August 23, 2023. UNITED NATIONS (AP) — Central African Republic is facing a humanitarian crisis with 2.4 million people in need of assistance and the U.N.’s $534 million appeal only 36% funded, a U.N. official said Wednesday. Mineral-rich but impoverished CAR has a population of 6 million. CAR's President Faustin Archange Touadera has developed close ties to Russia and its Wagner mercenary group whose forces have served as his personal bodyguards. He said there are armed groups and security issues around CAR’s borders with Sudan, Chad and South Sudan and minefields and explosives in the west. The U.N. announced Tuesday it was giving CAR $6.5 million from its emergency relief fund.

By Wilfried ObangomeLIBREVILLE (Reuters) - Central African Republic President Faustin Touadera held closed-door talks with Gabon's junta-appointed leader in Libreville on Tuesday in the wake of the main regional bloc's condemnation of the Aug. 30 coup. Central African bloc ECCAS has suspended Gabon's membership, but has so far stopped short of imposing sanctions in response to the non-violent military ouster of President Ali Bongo - West and Central Africa's eighth coup in three years. In a possible sign some internal political forces are rallying around the new authorities, the leader of Gabon's main opposition alliance, Albert Ondo Ossa, said he had spoken with Nguema on Tuesday. Military officers seized power shortly after Bongo was announced as its winner - a result they annulled and said was not credible. Apart from one video appeal for international support, little has been heard from Bongo since he was placed under house arrest during the coup.

Courtesy PMC Wagner via Telegram via REUTERS/File Photo Acquire Licensing RightsAug 24 (Reuters) - A day before mercenary boss Yevgeny Prigozhin's plane crash, a Russian official visited Libya to reassure allies that fighters from the Wagner Group would remain in the country -- but under Moscow's control. In Africa, Wagner may stay more or less intact under new management or be subsumed by another Russian mercenary group. 'REPLACE A DEAD LEADER'After the June mutiny, Prigozhin intensified his efforts to bolster Wagner's presence in Africa. In countries where Wagner operates through an official agreement with Moscow, analysts do not expect much to change - for now. But as Wagner was there through a state-level agreement with Russia, "nothing will affect the presence of these instructors" he said.

Two weeks ago, a military junta suddenly deposed Niger’s pro-American, democratically elected president. Already at least one leader of the Niger junta has met with Wagner representatives in neighboring Mali, where Wagner has developed a firm presence. Given the stakes, the initial responses by those who support Niger’s ousted president have been ill-considered and anemic. But the Wagner-supported ruling juntas in two of Niger’s neighbors immediately pledged to join with Niger’s military in fending off any such invasion, calling it a “declaration of war” against them. All have been grounded since Niger’s junta declared the entire country a no-fly zone.

Central Africa vote in referendum could extend Touadera's rule

BANGUI, July 30 (Reuters) - Central African Republic is voting on a constitutional referendum on Sunday which, if it passes, could remove a presidential term limit and allow President Faustin-Archange Touadera to run for a third term in 2025. Touadera was first elected in 2016 for a five-year term and won reelection in 2020 for what was supposed to be his final term in office. Opposition parties and some civil society groups have called for a boycott of the referendum, saying it was designed to keep Touadera in power for life. What I really want is stability for the country to progress," said Laurent Ngombe, a teacher and one of the first people to vote. And it can only end on the basis of justice and reason," African Union Commission Chairman Moussa Faki Mahamat told Putin and African leaders in St Petersburg. Putin gave it a polite but cool reception when African leaders presented it to him last month. Putin responded by arguing, as he has in the past, that rising world food prices were a consequence of Western policy mistakes long predating the Ukraine war. On Thursday, he promised to deliver free Russian grain in the next several months to six of the countries attending the summit. Mali's Assimi Goita told Putin: "You have shown pragmatism and realism in efforts to reach agreement with Ukraine."

Wagner Group boss Yevgeny Prigozhin has been spotted at an international summit in Russia. The images come after he was supposedly exiled following the mutiny he staged against Russian military brass. Prigozhin was last seen in his underwear inside a field tent at a military camp in Belarus. Prigozhin's whereabouts have largely been shrouded in mystery ever since he mobilized the Wagner mercenary group against Russian military brass. An image of Prigozhin in his underwear in a tent Belarus was recently circulated on social media.

Wagner forces appear to despise the Russian military, as Prigozhin’s reckless march from Ukraine toward Moscow made abundantly clear. That’s why when Wagner forces started withdrawing from Ukraine last month, many feared the same might happen in Africa. And who can guarantee Wagner forces won’t turn on African leaders who decide to side with Putin? “Don’t worry, we aren’t going anywhere.”It’s not as if Russia could repatriate and replace Wagner forces with verifiably loyal Russian troops — even if it wanted to. And quite frankly, Africa will only emerge better-off if democratic governments emerge after Wagner forces are shown the door.

The government had said previously that the troops' movement was part of a rotation of forces rather a withdrawal. "They are also here to secure the constitutional referendum," the spokesperson said, declining to say how many troops had arrived. A senior CAR military official in the capital told Reuters that hundreds of troops had arrived. CAR President Faustin-Archange Touadera, who was first elected in 2016, and won reelection in 2020, turned to Russia for help to tackle the rebel groups. He is on the campaign trail for the constitutional referendum which, if passed, could remove a two-term presidential limit and enable him run again.

BANGUI, Central African Republic - March 23, 2023: Demonstrators carry banners in Bangui, on March 22, 2023 during a march in support of Russia's presence in the Central African Republic. Hundreds of Wagner troops were spotted last week departing from Bangui, the capital of Central African Republic (CAR), where the Kremlin-linked group has its largest and broadest overseas presence. It comes just weeks after Wagner boss Prigozhin embarked on an ill-fated rebellion in Russia, ordering his troops fighting in Ukraine to march toward Moscow. Sky News reported Friday that the Wagner personnel who left CAR had refused to sign new these contracts. "Russian instructors will continue to aid soldiers in the Central African armed forces to ensure security in anticipation of the constitutional referendum scheduled for July 30."

A video appears to show dozens of Wagner Group soldiers preparing to leave Africa. The video follows a report by Jeune Afrique that said 500 to 600 mercenaries had left Bangui on Thursday. But Wagner's relationship with the Kremlin has fractured in recent weeks after the group's leader Yevgeny Prigozhin ordered his soldiers to march on Moscow in June. Hours after Yevgeny V. Prigozhin and his Wagner mercenary group ended their rebellion on Saturday, officials with the Russian Foreign Ministry phoned the president of the Central African Republic to assure him that the thousands of Wagner fighters deployed in his country would stay, and that Russia would keep looking for new ventures in Africa. Thousands of miles away, and as the rebellion was still underway, Russian troops in Syria had surrounded several bases that host Wagner fighters, fearing that the contagion might spread beyond Russia. Russia’s leadership had encountered some issues with “the head of the paramilitaries,” they told the Central African president, Faustin-Archange Touadéra, but those issues had been resolved and the Kremlin, they assured him, was in control. The Wagner group was the personal project of Mr. Prigozhin, who built it over nearly a decade into a sprawling enterprise, with tentacles reaching from Libya, across Africa and into the Middle East. The group has deployed troops in five African countries, and Mr. Prigozhin’s affiliates have been present in more than a dozen in total.

In the video, a Central African Republic rebel fighter says "the French want to drive Wagner out of Africa". Russia and Wagner have a track record of media manipulation and disinformation, which Wagner founder Yevgeny Prigozhin has admitted to. The European Union sanctioned Wagner in February for alleged rights abuses and spreading disinformation, including in Africa. The foreign ministry unit doesn’t promote or generate fake news, the two diplomats said. However, the foreign ministry unit, and the broader strategy, will face an uphill battle to convince people in Africa that France has changed, seven analysts and diplomats said.

BANGUI, May 30 (Reuters) - Central African Republic's President Faustin-Archange Touadera said on Tuesday he would hold a referendum in July on his intention to change the constitution and remove term limits. Touadera's allies proposed the change in May last year, arguing that presidential term limits were uncommon in many neighbouring countries. Critics and opposition parties held protests last year as the reform would allow Touadera to run again in 2025 for a third term. A presidential decree issued later on Tuesday said the referendum would start on July 15 and end on July 28. The proposed reform echoes constitutional and other legal changes that have allowed presidents in several other African countries - including Rwanda, Congo Republic, Ivory Coast and Guinea - to stay in office.

KINSHASA, May 20 (Reuters) - Democratic Republic of Congo security forces fired tear gas and fought running battles in the streets of the capital Kinshasa with anti-government protesters demonstrating on Saturday over alleged irregularities in voter registration. Around a dozen protesters were detained by security forces just after the start of the demonstration, which was called for by opposition leaders. "It's sad, you see, they are firing tear gas. Fayulu said by telephone that his vehicle was surrounded by security forces who continued to fire tear gas to disperse demonstrators. Congo's electoral commission is expected to publish voter registration data on Sunday.
